DESCRIPTION:Camões – Instituto da Cooperação e da Língua\, I.P. / Ministry of Foreign Affairs of Portugal partnered with the OECD Development Co-operation Directorate (DCD) to organise the seventh International Meeting on Triangular Co-operation “Scaling-up Partnerships” on 12-13 October 2023 in Lisbon. \nMore than 160 participants from almost 40 countries from all corners of the world\, as well as regional and international organisations\, research institutes and civil society organisations\, took stock of triangular co-operation and discussed how to scale up the modality\, including how to embed it into broader international discussions\, as the Summit for the Future\, the G20\, COP28\, etc. \nThe meeting also marked the launch of the first edition of the Global Perspectives on Triangular Cooperation report\, jointly published by OECD and the Islamic Development Bank (IsDB). \nThe meeting was hosted by Francisco André\, Portugal’s Secretary of State for Foreign Affairs and Cooperation\, and attended by key stakeholders to scale up triangular co-operation\, including Carsten Staur\, Chair of the OECD’s Development Assistance Committee (DAC). SUMMARY:Brainstorming on Triangular Co-operation with Latin America\, the Caribbean and Asia-Pacific - Lisbon\, 2023
DESCRIPTION:The GPI\, in partnership with GIZ through the Regional Fund for Triangular Cooperation with Latin America and the Caribbean and the Fund for Triangular Co-operation with Asia\, and the OECD\, hosted a brainstorming discussion at the margins of the 7th International Meeting on Triangular Co-operation. \nThe event aimed at facilitating an interactive and open brainstorming session among triangular co-operation actors in Latin America and the Caribbean (LAC) and Asia-Pacific (cooperation agencies\, public representatives\, think tanks\, etc.). It fostered an open and participatory environment to inspire meaningful discussion and idea-sharing. \nIn session 1\, participants from LAC collectively reflected on the current state of triangular co-operation in the region\, taking stock of the unique experiences of the region with a focus on strategies for continuing to extend these practices on a global scale to other regions\, with African\, Asian and MENA partners. In session 2\, Asia-Pacific representatives joined the discussion. It was an interactive and open brainstorming session among triangular co-operation actors between these two regions to identify opportunities for enhancing inter-regional co-operation. \nKey messages: \n\nBuilding trust is a long-term and highly important investment.\nWe should increase the efforts to communicate more and better the impacts of triangular co-operation.\nRegional organisations have proven essential to scale up triangular partnerships and can be a catalyst for inter-regional co-operation.\nWe should strengthen the links of global discussions on development co-operation with triangular co-operation\, particularly relevant in the upcoming Brazilian presidency of the G20\, and the trilateral co-operation focus for the Development Working Group (DWG).\nThe often-existing bilateral bias in many organisations reduces the opportunities for considering triangular co-operation. This is especially true for inter-regional co-operation\, as most agencies are structured with a regional focus. We need to overcome these institutional bottlenecks to fully unlock the potential of the modality and facilitate new partnership arrangements.\nInnovative mechanisms for financing triangular co-operation\, such as mixed funds\, are a relevant tool for scaling up triangular co-operation.\n\n

DESCRIPTION:The OECD and the Government of Portugal gathered on 6-7 October 2022 around 100 participants in Lisbon for the . This year\, representatives from all continents discussed the value-added of this modality and the opportunities for establishing more and better triangular partnerships to achieve sustainable development goals. There was a call for more consistent data and for enlarging the number of actors and sectors embracing the modality. \nDuring the Meeting\, the GPI organised its third Marketplace\, a meeting point for partners. Eleven GPI members and partners presented to all participants their triangular co-operation ideas or challenges\, aiming at identifying additional partners\, learning from the experiences of others and fostering new triangular co-operation opportunities. The GPI will support the follow-up and encourages participants to continue the conversation. SUMMARY:[GPI Side Event] Triangular Co-operation: A Modality for the Asian Century (GSSD Expo) - Bangkok\, 2022
DESCRIPTION:  \nAt the beginning of the 21st century\, the word of the “Asian Century” spread. Long-term forecasts of the Asian Development Bank predicted that the region will likely generate more than 50% of the world’s GDP by 2040 and account for 40% of world consumption. The analysis concluded that in order to sustain Asia’s growth trajectory while approximating sustainable development\, action is needed on three levels: the national action agendas\, regional co-operation and collaboration\, and the global agenda. \nHowever\, the current decade started with unprecedented global challenges. The COVID-19 pandemic posed a severe setback in the progress towards the Sustainable Development Goals (SDGs). The economic recovery from the pandemic is now imperiled by the direct and indirect consequences of Russia’s invasion to Ukraine. The challenges are enormous and resources available for sustainable development to either developed and developing countries are under stress. Therefore\, there is a pressing need to harness new forms of partnership for knowledge sharing and innovative thinking on global development. And due to their strong economic development in the early 21st century\, some of the most important partners for global development hail from Asia. \nTriangular co-operation\, a relatively new modality promoting horizontal co-operation for sustainable development\, sparks a lot of interest and debate in this context. It fosters capacity building and joint learning\, it realizes on complementarities\, it intensifies coordination and boosts synergy in the allocation of resources. The modality is on the rise globally\, and GPI members use it more strategically to engage with partners across the globe to drive sustainable development. Finding it adaptable and flexible\, the development community engages in triangular co-operation across all regions\, with the fastest growth in Africa and Asia\, according to OECD data. \nThese trends call for a discussion about how triangular co-operation can be a practical tool for Asian providers of South-South Co-operation in furthering the achievement of the SDGs. The Asian region hosts pioneers of triangular co-operation\, such as Japan\, India\, Indonesia and Thailand – who worked in triangular partnerships long before the modality gained global popularity. Topics that have been addressed include climate change mitigation\, governance and institutional capacity\, tackling inequalities\, competition for finite natural resources\, and fostering trade co-operation between countries and sub-regions in Asia. Therefore\, there is a wealth of experience in Asia on triangular co-operation ready to be shared. \nSince 2021\, the German “Regional Fund for Triangular Cooperation with Asia”[i] aims to foster innovative triangular co-operation initiatives among Asian partners through projects\, capacity development and policy dialogue. \nThis side event aims to reflect on triangular cooperation against the background of Asia’s development – once home to classic drivers of growth\, but increasingly generating new drivers of transformation amidst a time of global challenges. SUMMARY:Triangular Co-operation with Asia: Steps from Political Support to Project Implementation - Berlin\, 2022
DESCRIPTION:The GPI is partnering with the German Fund for Triangular Co-operation with Asia to advance policy dialogue and support capacity development on triangular co-operation with Asian partners. To have a consultation on this endeavour\, the GPI organised a strategic brainstorming on Triangular Co-operation with Asia: Steps from Political Support to Project Implementation\, on 23 May. The event gathered in Berlin and online more 30 experts from development agencies\, private sector\, research institutions and civil society organizations as an opportunity to promote dialogue and exchange with representatives from politics\, business and civil society organisations\, aiming to share experiences and views. \nOn the occasion of the 6th Indo-German Intergovernmental Consultations on 2 May 2022\, Svenja Schulze\, the German Federal Minister for Economic Cooperation and Development\, and the Indian Foreign Minister Dr S. Jaishankar signed the Joint Declaration of Intent (JDI) on the implementation of triangular cooperation (TrC) projects in third countries. \nThrough this JDI\, India and Germany are strengthening their cooperation\, while at the same time expanding it to partnerships for global sustainability goals to jointly address cross-border challenges of the future. Global capacity to act is based on strategic partnerships that strengthen shared global responsibility through increasing effectiveness and coordination of local action. Triangular cooperation offers the opportunity of responding to these challenges jointly and promotes cooperation between emerging and developing countries on an equal footing. Triangular partnerships lead to far-reaching innovations and new forward-looking scope for action\, launching political dialogues in practice. \nSustainable Development Requires Joint Efforts \nThe Global Partnership Initiative (GPI) on Effective Triangular Co-operation is partnering with the German Fund for Triangular Cooperation with Asia to advance policy dialogue and support capacity development on triangular cooperation with Asian partners. Taking the opportunity of the Think 7 Summit in Berlin on 23 and 24 May\, the GPI and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) invited experts to a consultation on this endeavor. \nThe event had several experts from development agencies\, the private sector\, research institutions\, and civil society organizations\, aiming to share experiences and views to increase the impact of Indo-German cooperation and identify sustainable processes of cooperation. In addition to discussing general questions such as how the JDI between India and Germany can be used to strengthen TrC in Asia\, joint responses were also sought to derive room for manoeuvre\, such as how political support can pave the way for the implementation of new projects. Aspects of previous agreements for trilateral cooperation and deriving knowledge and experience were also part of the constructive exchange. \nChallenges and Opportunities \nLots of examples of successful implementation of triangular cooperation were mentioned\, and participants agreed that TrC offers great potential in areas such as mobility and agriculture solutions. One proposal for reaching key policy platforms in India could be useful for different dialogue exercises. In general\, civil society showed great interest in being systematically involved in triangular cooperation\, but participants also noted that the roles of civil society\, political actors\, and the private sector need to be more clearly elaborated. SUMMARY:GPI 2021 Meeting and Marketplace - virtual\, 2021
DESCRIPTION:In the past year\, the regulatory measures imposed across the globe in response to the COVID-19 pandemic require flexibility and adaptability. The pandemic speeded the transition to the digitalisation era\, and simultaneously exposed a digital gap and new forms of social inequality. Digitalisation provides a growing set of tools supporting governments and non-state actors in their response to the direct and indirect consequences of COVID-19. In this context\, triangular partnerships may help partners to better identify development challenges and create innovative solutions towards achieving the Sustainable Development Goals. \nThe Global Partnership Initiative (GPI) on Effective Triangular Cooperation organised its 2021 Meeting on 14 and 15 September 2021. The two-day meeting aimed to celebrate the United Nations South-South Cooperation Day\, launch the GPI brief Leveraging Triangular Partnerships to Respond to COVID-19 and Build Back Better from the Pandemic and foster networking and matchmaking among GPI members. Overall\, the meeting brought together more than 120 participants from all regions of the world. \nOn 14 September\, GPI members and the broader development co-operation community reflected on the findings of the brief. DESCRIPTION:The Argentinean Ministry of Foreign Affairs\, International Trade and Worship and the German Federal Ministry for Economic Cooperation and Development (BMZ) hosted the V Regional Conference “Perspectives on Triangular Cooperation in Latin America and the Caribbean” on 7 and 8 October 2020\, 100% online. Around 200 participants connected throughout the two days of the event\, which encompassed plenary and breakout sessions. SUMMARY:[GPI Core Group meeting] Fifth International Meeting on Triangular Co-operation - Lisbon\, 2019
DESCRIPTION:The core group of the Global Partnership Initiative on Effective Triangular Cooperation met on the sidelines of the fifth International Meeting on Triangular Co-operation “Implementing BAPA+40: What is next for triangular co-operation?”. The event happened on 17-18 October in Lisbon and was jointly organised by the OECD and The Camões – Instituto da Cooperação e da Língua\, I.P. (Portugal). \nDuring the meeting\, the GPI organised the pilot exercise of the GPI Marketspace: Meeting point for triangular co-operation partners. It provided an open space for partners to present TrC projects and ideas\, so as to gather feedback from participants\, to identify additional partners or to learn from experiences from past projects in similar ideas. \nAdditionally\, the GPI core group presented new ideas in its Action Plan 2.030\, a three-year  roadmap until 2022 for supporting the implementation of the BAPA+40 Outcome Document. \nAccess the summary of the event and the progress report of the GPI here.
