2021 GPI Meeting

14 and 15 September 2021

To celebrate the United Nations International Day for South-South Cooperation, launch the GPI brief Leveraging Triangular Partnerships to Respond to COVID-19 and Build Back Better from the Pandemic and foster networking and matchmaking to new triangular partnerships, the GPI invites you to the 2021 virtual meeting.


On 14 September, we will discuss the findings and recommendations of the GPI brief in a virtual panel with the GPI analytical workstream.
Building on those reflections, the GPI operational workstream will host on 15 September a virtual GPI Marketspace, aiming to create an opportunity for interaction and matchmaking for GPI members to exchange experiences and foster new triangular partnerships focused on digitalisation in times of COVID-19.

Past Events on Triangular Co-operation

High-level Committee on South-South Cooperation, 20th Session

     From 1 to 4 June 2021 the GPI member UNOSSC hosted the 20th session of the HLC on SSC. The Committee reviewed the progress made in implementing the new directions strategy for South-South cooperation, the Nairobi outcome document and the BAPA+40. As part of the program, UNOSSC organised with the Government of Portugal the Side Event Triangular cooperation post BAPA+40 – A multi-stakeholder partnership for the achievement of 2030 Agenda on 3 June. Many GPI members were among the speakers - Portugal, Bazil, OECD, RIS India and Mexico - and highlighted the GPI efforts pomoting the modality as a tool to implement the UN 2030 Agenda,  providing a platform for exchanging experiences, challenges, and tools to work more effectively in triangular co-operation.

[Webinar/Workshop] Intercambio y gestión del conocimiento en la Cooperación Sur-Sur y la Cooperación Triangular: innovación en tiempos de pandemia

     The restrictions on mobility imposed by the COVID-19 pandemic have highlighted the need to deepen innovation, generating new environments and dynamics that facilitate the exchange and management of knowledge at a distance and foster the use of innovative responses. On 2 June 2021, the PIFCSS organised a virtual exchange for 21 Ibero-American partners to jointly reflect on the new scenario, share experiences, identify challenges and new opportunities (in Spanish only).

[Workshop] Towards building forward better together: finding solutions to enable civil society

     During the OECD DAC Civil Society Days, the GPI Core Group member, María Elena Alcaraz (AMEXCID), was one of the panelist during the Workshop Towards building forward better together: finding solutions to enable civil society on 2 June 2021. She highlighted the importance of triangular co-operation for capacity building and empowerment of civil society organisations.

[Webinar] Launch of ADELANTE 2021 Window

     ADELANTE, the European Union’s flagship programme on triangular cooperation, launched on 19 May 2021 its new initiative to support Triangular Co-operation projects and activities: The ADELANTE Triangular Cooperation Window European Union - Latin America and the Caribbean 2021 - 2024. Enrique O'Farrill, representing the GPI, was one of the speakers during the event.

[Workshop] Scoping a Strategic UK-Brazil-Africa Global Development Partnership

      In the scope of the Brazil and UK Partnership for Global Development, AUDA-NEPAD, Brazil (ABC), UK-FCDO, the Institute of Development Studies (IDS) and Articulação Sul co-organized this workshop on 25 March 2021 to present the main findings of a study indicating the best potentials for UK-Brazil-Africa cooperation on demographic data for policy, gather feedback from key stakeholders and provide recommendations for the design of a Trilateral Cooperation Pilot Initiative on Demographic Data.

[Workshop] Recording information for South-South and Triangular Cooperation

      Following the training in Honduras in March 2020, the PIFCSS and SEGIB jointly organized on 23 and 24 March 2021 a virtual workshop on recording information on the Ibero-American Integrated Data System on South-South and Triangular Cooperation (SIDICSS). Representatives of 20 SEGIB’s member States participated in the event to strengthen countries’ reporting capacity and improve the Annual Report on South-South Cooperation in Ibero-America

[Workshop] Capacity Development in Management of South-South and Triangular Cooperation

    A virtual four-day long project planning workshop and training course on ”Capacity Development in Management of South-South and Triangular Cooperation” was co-organized by the Brazilian Cooperation Agency, the Japan International Cooperation Agency, and the United Nations Office for South-South Cooperation from 22 March to 24 March 2021. A total of 16 countries attended the workshop and shared management challenges and experience on solving issues.

[Workshop] Designing Tools for Effective Triangular Partnerships with Different Stakeholders

     As part of the knowledge sharing exercise on triangular co-operation, the OECD held on 23 March a workshop exploring how organisations can embrace triangular co-operation in all development programming. The workshop brought together 92 participants from 48 different countries and organisations to share knowledge on the opportunities and challenges to realising the full potential of triangular partnerships and to explore useful tools for overcoming them.

DG Forum 2021

     From 17 to 19 March happened the 12th Edition of the High-level Forum of Directors General for Development Cooperation, hosted by the IsDB, JICA and UNOSSC. The event brought together the heads of development cooperation agencies and institutions and other partners, to take stock of how South-South cooperation and triangular cooperation have performed since the start of the pandemic. As part of the programme, on 25 March happened the Side Event "Role of SSTC in Sustaining Primary Health Care, RMNCH and Universal Health Coverage in the Context of COVID-19", to provide a platform to follow up the DG Forum conclusions, identify a limited number of strategic and focus actions over the next two years, and enable a global exchange of experiences to strengthen SSTC in responding to COVID-19 and supporting the delivery of essential health services during and post-pandemic.

GPI Strategic Retreat

     The GPI Core Group virtually met on 10 March 2021, for a Strategic Retreat. The aim of the meeting was to assess the efforts since BAPA+40, set priorities for the following months and revising the Action Plan 2.030. During the discussions, the group decided to:

  • Revise and monitor the Action Plan 2.030, adopting a results-based planning and management, with expected outputs, outcomes, impacts and key performance indicators.
  • Jointly reflect on the next big step for triangular co-operation and how the GPI can set the international agenda and contribute to the global architecture of development co-operation.
  • Strengthen the operational workstream, focusing on identifying GPI members’ challenges and needs to establish triangular partnerships and provide them with the tools and interaction space to overcome those challenges.
  • Continue with active advocacy work, promoting effective triangular co-operation and reaching out to the broader development co-operation community.
  • Focus on shorter analytical outputs, e.g. producing case studies to trigger a discussion.
  • Increase communication with GPI members and foster ownership in the workstreams.

[Webinar and Launch of Publication] Triangular Co-operation with India: Emerging Policy choices for enhanced collaboration with civil society organisations

     The Research and Information System for Developing Countries (RIS) India and the OECD’s Development Co-operation Directorate (DCD) organised the Webinar and launch of publication on 25 January 2021. Senior-level representatives from governments, civil society, international organisations and research institutes discussed the findings of the paper on “Triangular co-operation with India – Emerging policy choices for enhanced collaboration with civil society organisations.

The Global Partnership Initiative on Effective Triangular Co-operation is a platform to advocate for and promote effective triangular cooperation in support of the 2030 Agenda. These objectives are advanced by members through the (1) Advocacy Work stream, which has elaborated a set of Voluntary Guidelines for Effective Triangular Co-operation and a contemporary understanding; (2) Analytical Work stream, which has collected and analysed more than 100 case studies from GPI members and produced reports on these and other findings; and, (3) Operational Work stream, which is creating spaces to share lessons learned on implementing effective triangular co-operation in a consistent and consolidated manner.
